Executive Summary
The Texas Health and Human Services Commission (HHSC) is accepting Applications for the Legal Assistance, Benefits Counseling Services, and Training (LABCST) program. The purpose of this program is twofold: (1) to provide legal advice and assistance to Medicare-eligible individuals and their representatives; and (2) to provide legal consultation and training to the Health Information Counseling and Advocacy Program (HICAP) network program staff and volunteers.
