Executive Summary
The Texas Health and Human Services Commission (HHSC) is accepting applications from home and community support services agencies that are licensed and qualified to provide services under the Consumer Managed Personal Attendant Services (CMPAS) Program (Services). The purpose of the CMPAS Program (Program) is to serve persons, who do not meet the income and resource eligibility requirements for Medicaid-funded personal assistance programs, within a more cost-effective framework. Persons eligible for the Program receive personal care assistance and support in performing activities of daily living, which better equips them to: live independently, pursue employment and educational opportunities, and avoid (or delay) the need for institutionalization or other restrictive living environments.
