The Health and Human Services Commission (HHSC) announces this Open Enrollment (OE) requesting applications to support the provision of Residential Treatment Center (RTC) services for children or youth under the age of 18 years with a serious emotional disturbance. All children or youth referred for treatment will be identified by HHSC as having a medical and behavioral health need for a Residential Treatment Center level of care.
